Crowe is an American crime prevention consultant, military veteran, and educator who played a key role in popularizing and operationalizing Crime Prevention Through Environmental Design (CPTED). He is best known for his practical manual Crime Prevention Through Environmental Design: Applications of Architectural Design and Space Management Concepts, which has become a standard reference in urban safety, architecture, and policing circles.
While C. Ray Jeffery introduced the concept of CPTED in the early 1970s, it was Tim Crowe who made it accessible and applicable for urban planners, police departments, and security professionals. In his widely used manual, Crowe identifies key design principles—natural surveillance, natural access control, territorial reinforcement, and maintenance—which aim to reduce criminal opportunities and increase residents’ sense of ownership. His work aligns with situational crime prevention and builds on both Oscar Newman’s “Defensible Space” and Jeffery’s behavioral-ecological vision, albeit with a more pragmatic, design-focused approach.
